Emergency Unsafe Parking Garage Repair in NYC

An Unsafe rating means part of your garage is a hazard today, not next year. We fence it off, put shoring under anything that needs support, and make the permanent repair, so your QPSI can file the amended report inside the 90 day window.

What Counts as an Unsafe Condition Under Local Law 126?

An Unsafe condition is any part of a parking structure that is hazardous to people or property right now. It might be loose concrete over a drive aisle, a column losing steel, or a railing that moves when you lean on it. The moment the QPSI finds one, they must tell DOB and the owner, and recommend the type and location of public protection.

From there, the owner has to act at once: protect the area, then repair it within 90 days of the report being submitted. Two weeks after the work is done, the QPSI re-inspects and files an amended report. The fences and shoring stay up until DOB accepts that report.

Key Facts

Three Jobs in Every Unsafe Garage Repair

Most Unsafe work happens in three layers, and the order matters.

Public Protection

Fences, netting, barriers and closed bays that keep people and cars away from the hazard.

Temporary Shoring

Posts and beams that carry the load of a weak slab or beam until it is rebuilt.

Permanent Structural Repair

The fix that removes the hazard for good, so the protection can come down.

Hazards That Put a Garage in the Unsafe Category

These are the findings behind most Unsafe ratings we are called in for.

Loose Concrete Overhead

Pieces hanging from ceilings or beam edges above drive aisles and parking spaces.

Steel Section Loss

Rebar or steel members rusted thin enough to lose real strength.

Cracking Around Columns

Wide or growing cracks in the slab where it meets a column.

Sagging Slabs or Beams

Visible deflection that shows a member carrying more than it safely can.

Unsecured Guards and Barriers

Any railing or barrier part that moves. The rule classes this as Unsafe on its own.

SREM Items Left Open

Items from the last report not fixed in time, which must now be filed as Unsafe.

How a Garage Goes From Worn to Unsafe

An Unsafe rating rarely comes out of nowhere. It usually builds over years.

Salt Water Over Many Winters

Cars carry road salt in. It soaks through cracks, rusts the steel, and the rust splits the concrete from inside.

Leaks Nobody Chased

A failed joint or a blocked drain sends water to the same spot every storm until that spot gives way.

Impact and Overload

Vehicle strikes, heavier cars and piled snow push columns, barriers and slabs past what they were built for.

How We Fix Unsafe Conditions for Good

Every repair starts by making the area safe to work under, then rebuilding what the damage took away.

Scaling Loose Concrete

We sound the area and take down anything loose first, so nothing can fall during the work.

Structural Concrete Rebuild

Damaged concrete is cut out past the rusted steel, the steel is cleaned or replaced, and new concrete is formed and placed.

Strengthening Weak Members

Added rebar, steel plates or fiber wrapping bring a beam or column back to full capacity, as the engineer specifies.

Re-Anchoring Guards and Barriers

Railings, cables and barriers are fixed or replaced so every part is secured against movement.

The First 48 Hours After an Unsafe Rating

What happens in the first two days decides how smoothly the next 90 go. Here is how we use them.

01

Call and Send the Report

Share the QPSI notice or report, photos and any plans. We read the Unsafe items before we arrive.

02

Walk the Hazard Areas

Our team visits with the QPSI findings in hand and marks the exact zone for each item.

03

Secure the Public

Fences, netting, signs and closed bays go up where the QPSI recommended.

04

Shore What Needs Support

Temporary shoring goes under any slab or beam that cannot safely carry its load.

05

File Permits and Book the Repair

Emergency work can start before a permit, but the application must follow within two business days. We file it and lock in the repair dates.

From Shored Area to Signed Off Report

1.

Agree the Repair Scope

We set the repair method with your QPSI and engineer, then sign a contract with a clear schedule.

2.

Make the Permanent Repairs

Crews work zone by zone, so the rest of the garage keeps running.

3.

Book the QPSI Re-Inspection

Within two weeks of finishing, the QPSI checks the work, as the rule requires.

4.

Amended Report and Removal

Once DOB accepts the amended report, we take down the shoring and protection.

Rules You Need to Know Once a Garage Is Unsafe

Two parts of 1 RCNY 103-13 shape every Unsafe repair.

The 90 Day Repair Window

All Unsafe conditions must be corrected within 90 days of the report being submitted. If the scope is too big, the QPSI can apply for up to 90 more days, with proof the area is fenced, the repair contract, a timeline and progress photos.

Money problems are not accepted as a reason for more time. Penalties for missing the window are covered on our Local Law 126 violations page.

Protection Until Sign-Off

Within two weeks of finishing, the QPSI must inspect and file a detailed amended report, and the owner closes out any permits. All protective measures stay in place until DOB accepts it.

Under the 2026 rule update, a large Unsafe area can be cleared section by section through a Partial Protection Removal Request, once that section’s work is done.

What Shapes the Price of Unsafe Garage Repairs

Unsafe work is priced item by item. These six things move the number most.

Size of the Hazard Zone

More area to fence, shore and rebuild means more labor and material.

Amount of Shoring

A few posts under one beam cost far less than shoring a whole bay.

Type of Protection

Fences and netting cost less than a sidewalk shed over a public walkway.

Rental Time

Shoring and sheds are rented until the amended report is accepted, so faster repairs cut this cost.

Work Hours

Night and weekend shifts that keep the garage open add labor cost.

Permits and Engineering

Shoring plans, repair drawings and permits add to the total.

Unsafe Garage Repair Questions Owners Ask

Usually not. Only the hazard zone is cordoned off, in line with the QPSI’s recommendation. A full closure is needed only when the damage puts the whole structure at risk.

It starts when the condition assessment report is submitted to DOB, not on the day of the inspection. You can check the filing date in DOB NOW: Safety.

Yes, for emergency work. A licensed contractor can start the work needed to relieve the hazard, then submit the permit application within two business days.

The QPSI does. Their notice to DOB must include the recommended type and location of public protection, and we install it to match.

Until the permanent repair is done and DOB accepts the amended report. The rules require protection to stay up until then.

In some cases, yes. For a large Unsafe area, the QPSI can file a Partial Protection Removal Request once one section is repaired. DOB charges a filing fee for it.

Within two weeks, the QPSI inspects the work and files a detailed amended report. You close out any permits, and the protection comes down after DOB accepts the report.

The rules say any SREM item not corrected by the next inspection must be reported as Unsafe. It then needs the same protection and 90 day repair as any other Unsafe condition.

Yes. Every guard and railing must be secured against movement. If any part is not, the rule classes it as Unsafe, even when the rest of the garage is sound.
